QUICK ANSWER

A visitor residing in Türkiye may claim a VAT refund if they make an eligible goods purchase exceeding €50 on a single receipt from a store participating in the Tax Free system, obtain the required Tax Free document, and present the goods to customs for validation when leaving the EU.

Lesvos Tax Free Guide 2026: How to Get a VAT Refund

For visitors residing in Türkiye who shop on Lesvos Island, Tax Free can be a significant advantage that reduces shopping costs when used correctly. However, it is not as simple as “get the receipt, put it in the yellow box at the port, and get your money back.” The critical step is having customs verify that the purchased goods are leaving the European Union.

This guide brings together Greece’s current Tax Free regulations, European Union rules, local procedures on Lesvos, and passenger customs rules to keep in mind when returning to Türkiye. We explain the port process step by step, especially for passengers returning by ferry from Dikili–Lesvos or Ayvalık–Lesvos.

The three most important rules

1) Not every store offers Tax Free.

2) In Greece, the VAT-inclusive total on the relevant receipt must exceed €50; combining two smaller receipts is not a solution.

3) Putting a document in the mailbox does not replace customs validation; Customs / Τελωνείο must validate it first.

What is Tax Free, and how is it different from Duty Free?

Tax Free Shopping is a system through which travelers whose permanent address or habitual residence is outside the European Union may claim a full or partial refund of the VAT paid on eligible goods purchased within the EU and taken out of the EU in their personal luggage. The store may issue the refund directly, or the process may be handled through a specialist intermediary such as Global Blue. Service and currency-conversion fees may be deducted depending on the intermediary and payment method, so it is not correct to assume that “you get back the net amount equal to the VAT rate.” [1][6]

Duty Free is a tax-free or specially taxed sales model in designated areas such as airports and border crossings. Getting a Tax Free form from a regular shop in central Lesvos is not the same as shopping at a duty-free store.

Who can claim Tax Free on Lesvos?

The main criterion is where you reside, rather than your citizenship. The European Commission states that travelers whose permanent address or habitual residence is outside the EU may use the system. A traveler residing in Türkiye therefore meets the basic eligibility requirement. EU citizens who live outside the EU may also qualify if they can document their residence. [1]

  • The purchase must be for tourist/personal purposes and must not be commercial in quantity or nature.
  • The goods must be taken out of the EU in personal luggage.
  • Customs must validate departure from the EU by the end of the third month following the month of purchase. [1][2]
  • Have your passport ready and, if needed, a document showing your place of residence.

What is the minimum purchase amount for Tax Free on Lesvos?

The rule in Greece is that the VAT-inclusive total on each tax document/sales receipt must exceed €50. In practice, it is safer to aim for €50.01 or more. Exactly €50.00 does not meet the stated requirement to “exceed” the threshold. More importantly, several receipts each under €50 cannot be combined for Tax Free, even if their total exceeds €50. This also applies to receipts from the same store. [2]

€

Example

If you have two separate receipts from the same store for €32 and €28, the total is €60, but neither receipt individually exceeds €50, so neither qualifies under this rule. If possible, tell the cashier you want Tax Free before completing your purchase.

Does every store offer Tax Free?

No. The store must participate in the Tax Free procedure, use the required receipt/data format, and support the refund process either directly or through an intermediary company. AADE’s 2022 regulation provides for Tax Free sales to be linked to myDATA and a digital validation infrastructure. [3]

In recent years, the system has become more visible on Lesvos, particularly for Turkish visitors. In May 2025, the Mytilene Trade Association and the Lesvos Chamber of Commerce held an information event with Global Blue representatives to expand Tax Free Shopping for visitors from non-EU countries. Local media also reported at the time that some businesses were already using the system, but efforts were being made to increase its reach. [7][8]

i

On-the-ground note

Visitor accounts include examples of Tax Free transactions at some large stores, such as Jumbo, while other stores may not offer the same option. As availability can vary by store, branch, and time, the safest approach is to confirm at the checkout before you start shopping: “Do you offer Tax Free?”

Tax Free on Lesvos: what to do at the store, step by step

1

Ask about Tax Free before reaching the checkout

Ask whether the store participates in the Tax Free system and which provider it works with. It may be Global Blue, another intermediary, or the store’s own procedure.

2

Have your passport ready

The Tax Free document may include fields such as the traveler’s name, passport details, and country of residence. Check that the information on the documents matches your passport.

3

Check the receipt amount

The VAT-inclusive total on the same tax document must exceed €50. Do not assume you can combine smaller receipts later.

4

Keep the Tax Free form and receipt together

An ordinary till receipt alone may not be enough. Keep the Tax Free form/digital document issued by the store and your sales receipts safe until your return.

5

Keep the goods accessible

A customs officer may ask to see the goods you purchased. Packing them at the bottom of your suitcase on the day of your return, or using and consuming them, can make the process more difficult. Global Blue specifically requires purchased goods to be presented for customs validation. [6]

How do you complete the Tax Free process at Lesvos Port?

If you are returning to Türkiye by ferry, Lesvos Port is your point of exit from the EU. The key step is validation of your Tax Free document by Greek customs. The AADE system also allows this validation to be carried out digitally; the procedure may vary depending on the provider and document type. [3]

1

Arrive at the port earlier than usual

Allow extra time for Tax Free. Passenger crowds combined with ferry check-in and passport procedures make leaving it until the last minute risky.

2

Go to the Customs / Τελωνείο point

Have your passport, Tax Free form, sales receipts, and purchased goods with you. The officer may want to inspect the goods in person.

3

Complete customs validation

Under EU law, the key evidence for a VAT refund is a customs-validated document showing that the goods have left the EU. Without customs validation, the refund process may not be completed. [1][6]

4

Follow the refund provider’s instructions

After validation, the document may be completed electronically, handed to a refund office, or mailed, depending on the provider’s system. Cash refunds are not guaranteed at every port; the payment method depends on the procedure stated on the form.

What is the yellow Hellenic Post / ELTA box for?

The yellow Hellenic Post / ELTA box seen at Lesvos Port is a postal drop box. Some Tax Free providers require customs-validated forms to be mailed back to them. Global Blue also states that travelers can use mailboxes or postal services near customs or refund points to return validated forms and receipts to the provider. [6]

!

Important clarification

Putting a document in the yellow box by itself does not constitute “Tax Free validation.” Customs must validate it first; afterward, send the paperwork only if the form/provider you have specifically requires it to be mailed. Follow the address, deadline, and payment instructions on the form.

How much VAT can you get back?

As of 2026, Lesvos applies VAT rates reduced by 30% for the island, instead of mainland Greece’s standard 24%. The standard rate is 17%; other categories may be taxed at 9%, 4%, or 3%. Tobacco products and vehicles are excluded from this island reduction. [5]

If a product’s listed price includes VAT, the calculation “€100 purchase × 17% = €17 refund” is wrong. Since VAT is included in the gross price, the theoretical VAT component for a product at the standard 17% rate is calculated as follows:

ƒ

Formula for standard 17% VAT

VAT component = VAT-inclusive sale price × 17 / 117

VAT-inclusive purchase

Theoretical VAT at 17%

Actual refund

Note: The second column in the table shows only the theoretical VAT component included in the price. The amount credited to your account may be lower because of deductions such as intermediary service fees, payment method, and currency conversion. Global Blue also notes that service and currency-conversion fees may apply. [6]

Which goods may qualify for Tax Free?

The system is generally for goods that travelers take out of the EU in their personal luggage; services such as hotels, restaurants, transfers, and car rentals are not covered by the standard tourist Tax Free refund. Following a 2023 change, Greece also included food and alcoholic beverages that are prepackaged, in retail packaging, and labeled in accordance with regulations. [4]

  • Clothing, shoes, accessories, toys, and household/personal-use goods may typically qualify if the store participates in the system.
  • Prepackaged food and alcoholic beverages may qualify under specific conditions in Greek Tax Free regulations. [4]
  • Tobacco: due to specific exceptions, it is treated separately for Tax Free/VAT purposes; do not automatically include it in your general shopping calculation.
  • Services: do not confuse hotels, restaurants, ferry tickets, tours, transfers, and similar services with this Tax Free shopping system.

!

A second check for alcohol and food

Even if a product qualifies for Tax Free in Greece, passenger allowances, age requirements, and customs rules on entry to Türkiye still apply. “I got a VAT refund in Greece” does not mean you can bring the product into Türkiye without limit and duty-free.

Customs when returning to Türkiye: Tax Free and passenger allowances are separate

This is one of the most commonly misunderstood aspects of shopping on Lesvos. Greek customs validation of your Tax Free departure is independent of passenger allowances at Turkish customs. According to the Republic of Türkiye Ministry of Trade’s passenger allowances page dated March 3, 2026, each traveler may bring in goods worth up to €430 duty-free, provided they are not commercial in quantity or nature; travelers under 15 have an allowance of up to €150. [9]

If the allowance is exceeded and the total value of the goods does not exceed €1,500 per person, a single fixed duty of 30% may be applied to the amount remaining after deducting the allowance, for qualifying passenger goods arriving directly from EU countries. Goods listed under Schedule IV of the Special Consumption Tax Law may be subject to an additional 20% rate. Normal import duties apply to goods exceeding €1,500. [9][10]

₺

Simple example

Suppose an adult brings goods worth a total of €600 from Lesvos, not of a commercial nature. Assuming all other conditions are met and the goods are not subject to a special tax, deduct the €430 allowance, leaving €170. Under the current simplified rate, tax of 170 × 30% = €51 may be calculated on this amount. The final assessment is made by the customs authorities.

9 common mistakes

  • Assuming “€50 is enough”: the Greek rule requires the receipt total to exceed €50.
  • Trying to combine two small receipts: each tax document must independently exceed the threshold.
  • Assuming every store offers Tax Free: the service is offered on a store-by-store basis.
  • Leaving the checkout without asking for Tax Free: issuing the documents later may not always be possible.
  • Keeping only the regular receipt: make sure you also get the Tax Free form/digital document.
  • Packing the goods somewhere inaccessible in your suitcase or consuming them: customs may want to inspect them.
  • Mailing the form before customs validation: mailing is not a substitute for validation.
  • Multiplying the VAT rate directly by the price: 17% VAT included in a gross price of €100 amounts to €14.53.
  • Treating Greek Tax Free and Turkish passenger allowances as the same thing: the customs processes in the two countries are separate.

Frequently Asked Questions

Is the Tax Free threshold on Lesvos €50 or €50.01?

The regulations say “exceeding €50.” Therefore, €50.01 or more is a safer threshold than exactly €50.00. Each receipt must independently exceed this amount.

Does Jumbo on Lesvos offer Tax Free?

Visitor accounts include examples of it being available, but stores and procedures may change over time. Confirm that Tax Free service is active at the relevant checkout before shopping. Do not assume there is an official, permanent list of “all Tax Free stores on Lesvos.”

Is it enough to put my Tax Free document in the yellow mailbox at the port?

No. The mailbox is not customs validation. Customs / Τελωνείο must first verify that the goods are leaving the EU. Then send the document only if your form’s provider requires it to be mailed.

Will my Tax Free refund be paid in cash or to my card?

It depends on the provider and the refund point available. Cash is not guaranteed at every point of exit. The refund may be sent to a card, bank account, or another method offered by the provider. Follow the instructions on the form.

Can I get a Tax Free refund if I use the product?

Remember that customs may want to inspect the goods. Global Blue requires purchased, unused goods to be presented for customs validation. The safest option is to keep the goods unused and accessible until your return.

Are restaurant and hotel payments eligible for Tax Free?

The tourist Tax Free system is for goods taken out of the EU in personal luggage. Hotel, restaurant, tour, transfer, and similar services should not be confused with this process.

Why is VAT 17% on Lesvos instead of 24%?

VAT rates on Lesvos are reduced by 30%. The standard 24% rate is reduced to 17% on the island; other categories have rates of 9%, 4%, or 3%. Some exceptions apply. [5]

If I get a Tax Free refund, do I avoid customs duties in Türkiye?

No. VAT refunds in Greece and passenger allowances when entering Türkiye are separate systems. The €430/€150 limits and other customs rules in Türkiye apply separately. [9]

Where do I get validation if I return to Türkiye from another EU country?

The general EU rule is that customs validation must take place at the last point from which the goods actually leave the EU. For example, if you travel from Lesvos to Athens and fly to Türkiye from there, plan your exit procedure according to your final EU point of departure. [1]

GüvenTravel tip: don’t leave shopping until the last 15 minutes of your tour

If you plan to use Tax Free on Lesvos, finish shopping well before your return departure time. When you factor in document preparation at the store, getting to the port, ferry check-in, passport control, and the customs queue, the “last store – last minute – last ferry” combination creates unnecessary risk. Keeping Tax Free goods in a separate bag or section of your suitcase makes it easier to show them quickly if officers ask to inspect them at the port.
